For a number of years, the Forum has advocated a better approach to the design of traffic measures - and we have had some success. With the Forum's involvement, the DETR published Traffic Advisory Leaflet 1/96, 'Traffic Management in Historic Areas', which encouraged design sensitivity in the implementation of traffic measures. However, the centrepiece of our work has been the Historic Core Zones (HCZ) project. The HCZ schemes in Bury St Edmunds, Halifax, Lincoln and Shrewsbury exemplify these aims.
